Background of the study
The evolving dynamics of public administration have underscored the importance of continuous professional development for civil servants. In Kaduna North Local Government Area, Kaduna State, continuing education has emerged as a strategic tool to enhance the competencies of civil servants, thereby accelerating their career progression. Modern governance demands that civil servants remain abreast of the latest developments in administrative practices, policy implementation, and digital governance. Continuing education programs provide a structured platform for civil servants to update their skills and knowledge, which is critical for navigating complex bureaucratic challenges (Abubakar, 2023). Moreover, such educational initiatives are pivotal in fostering a culture of innovation, accountability, and transparency within the public sector. In recent years, studies have shown that civil servants who actively participate in continuing education are better equipped to handle administrative tasks and are more likely to be considered for promotions and leadership roles (Muhammad, 2024). The professional growth of civil servants directly influences the efficiency of service delivery, which in turn contributes to overall socio-economic development. However, despite these recognized benefits, many civil servants in Kaduna North still face barriers such as inadequate training resources, limited access to quality programs, and a mismatch between the curriculum offered and the practical demands of their roles. The gap between theoretical knowledge and practical application remains a critical challenge. Additionally, the rapid pace of change in public administration requires continuous adaptation, making lifelong learning an essential component of career progression. Through targeted continuing education, civil servants can develop competencies in areas such as strategic planning, conflict resolution, and technological proficiency, all of which are crucial in modern governance (Muhammad, 2024). As the public sector in Kaduna North seeks to improve service delivery and enhance operational efficiency, the role of continuing education becomes increasingly important. This study aims to evaluate the impact of continuing education on the career progression of civil servants, explore the challenges they face, and propose strategies for optimizing educational interventions to meet evolving administrative demands (Abubakar, 2023).

Statement of the problem
Despite the potential benefits of continuing education, civil servants in Kaduna North Local Government Area encounter significant challenges that impede their career progression. The gap between available training programs and the actual skill requirements in a rapidly changing administrative landscape creates a disparity that affects job performance and promotion prospects (Muhammad, 2024). Many civil servants lack access to high-quality professional development opportunities due to limited funding, bureaucratic inertia, and outdated curriculum content. This situation not only hampers individual career growth but also affects the overall efficiency of the public sector. Furthermore, a lack of alignment between the training content and the practical demands of civil service work leads to underutilization of acquired skills. The existing programs often emphasize theoretical knowledge without adequately addressing real-world challenges, which limits their effectiveness. Additionally, logistical challenges such as scheduling conflicts, insufficient support from higher authorities, and the absence of incentives for continuous learning further compound the problem (Abubakar, 2023). These factors contribute to a stagnant work environment where civil servants may feel demotivated and inadequately prepared for higher responsibilities. The persistent gap between the competencies of civil servants and the demands of modern public administration poses a significant threat to effective governance in Kaduna North. Therefore, it is imperative to examine how continuing education can bridge this gap and foster a more dynamic and responsive public service. This study seeks to identify the barriers to effective professional development and assess how continuing education influences career progression, with the goal of recommending policy interventions that will enhance training effectiveness and promote a culture of lifelong learning among civil servants (Muhammad, 2024).

  • H3: Enhanced curriculum relevance leads to improved job performance and promotion prospects.

Significance of the study
This study is significant as it examines the critical role of continuing education in enhancing the career progression of civil servants in Kaduna North. The findings will inform policy reforms and professional development strategies that are essential for improving public sector efficiency. By identifying existing challenges and proposing actionable recommendations, the research will benefit government agencies, training institutions, and civil servants, ultimately contributing to better governance and public service delivery (Muhammad, 2024).

Scope and limitations of the study
The study is limited to the impact of continuing education on the career progression of civil servants in Kaduna North Local Government Area, Kaduna State. It focuses exclusively on existing educational programs and the professional outcomes of their participants. Limitations include the geographical focus and potential variability in respondents’ experiences.
